Strategic directions of development oil and gas complex in Russia

The article presents the results of geological, economic, environmental, technological and social evaluation of new promising directions of exploration to increase hydrocarbon resources in Russia. The prospects of growth of the resources of deep-seated deposits, low-permeability reservoir rocks, offshore Northern seas.
Results
Focusing on the figures published by the hydrocarbon production center Skoltex, global average the oil recovery factor is 30-35%.20% in Russia, Norwegian shelf - 50%, it is necessary not only to eliminate the technological lag behind, but also to increase state control over strict compliance with license agreements, working process documents and following recommendations by GKZ Rosnedr. Similar measures must be carried out inthe direction of heavy drilling/extraction, high-viscosity oil as well as in direction of "intensive care" previously drilled wells idle. Current strategy of medium-term perspective requires transition and implementationof new technologies and technical means and accordingly; the significant financial investments.
Сonclusions
1. The strategic goal of the of oil and gas national complex development is the creation of new and improvement of the "old" prediction technologies, exploration and development of oil, gas and domestic hardware to work with complex (low-permeability and porosity) reservoir rocks (bagenite, domanikite, shale, etc.), as well as to increase the oil recovery factor and the gas recovery factor, with the major goal of deposit development of heavy high-viscosity oil.
2. The priority growth of resources and reserves of oil and gas in the short/ medium terms is to conduct exploration in the sediments of the bagenite Formation in Western Siberia. Contiguous to current area resources; increases oil reserves in deep horizons: in the pre-Jurassic deposits, including the basement of Western Siberia and Eastern Siberia.
3. It is required to continue geological exploration in complex low-permeability reservoir rocks for both major reasons; to growth the resources and reserves of oil and gas and to accomplishing the missionof creating and improving technologies and technical means.
